Article 5. State Council for Animal Protection

1. The State Council for Animal Protection is created as a collegiate body of an inter-ministerial and inter-territorial nature and of an advisory and cooperation nature in the field of protection, rights, and welfare of animals subject to this law, attached to the competent ministerial department.

2. The Council will be chaired by a person from the competent ministerial department with the rank of Director General and will be made up of representatives of the ministerial departments, the autonomous communities and the cities of Ceuta and Melilla, who, directly or indirectly, exercise powers related to the animals or the environment in which they operate, as well as representation of local entities through the Spanish Federation of Municipalities and Provinces. Its specific composition will be determined by regulation, after consultation with the autonomous communities and cities of Ceuta and Melilla, guaranteeing, in any case, the participation of the most representative professional and animal protection organisations, including biologists and veterinarians.

3. Its functions, which will be carried out according to the regulations, will cover in any case:

a) Evaluation and monitoring of progress in the protection, rights, and welfare of animals in cooperation and respecting the powers of the autonomous communities and the cities of Ceuta and Melilla in the preparation of statistics and assessment reports on the actions provided for in this law.

b) Develop generic work criteria for the application of this law, as well as promote the necessary activities, especially in the fight against abandonment and responsible ownership.

c) Any other initiatives that arise within the Council related to the scope of application of this law.
