Article 18. Territorial animal protection programs
1. Public administrations, in their respective areas of competence, must approve their respective territorial programs for animal protection.
2. Territorial animal protection programs must include measures aimed at eliminating animal abuse and reducing the abandonment of companion animals.
Likewise, they will address, at least, the following aspects:
a) Dissemination of public campaigns to promote sterilisation, disease prevention and animal identification.
b) Raising public awareness, in particular of those responsible for animals, regarding respect for animals, as well as against their abandonment or mistreatment.
c) Promotion of the adoption of companion animals.
d) Implementation of feline colony management programs.
e) Development of educational, training, and public awareness measures against animal abuse and abandonment.
f) Development of identification control programs and authorised breeding.
3. Territorial animal protection programs may be approved independently or integrated into other social or environmental plans and programs. When territorial animal protection programs are integrated into other plans and programs, the animal protection measures and their application schedule must be clearly distinguished.
4. The competent administrations, in order to control and evaluate the progress in the application of animal protection measures, will determine the instruments that allow periodic evaluations of the progress made and the effectiveness of the measures adopted, and must set objectives and indicators. concrete qualitative and quantitative.
5. Territorial animal protection programs, as well as the results of their evaluation will be public.
6. The amount of the economic sanctions that could be imposed for the commission of infractions provided for in this law will be allocated preferably to the implementation of the measures contained in the respective territorial animal protection programs provided for in this article.
