Article 17. Preparation and approval of the State Animal Protection Plan

1. The competent ministerial department, in collaboration with the Ministry for the Ecological Transition and the Demographic Challenge, with regard to biodiversity conservation, and with the Ministry of Agriculture, Fisheries and Food, with regard to animal health, as well as the welfare and protection of production animals, will draw up the State Plan for Animal Protection.

2. The procedure for drawing up the Plan will include procedures for public information and consultation with economic and social agents, affected public administrations and non-profit organisations that pursue the achievement of the objectives of this law.

3. The State Animal Protection Plan will be drawn up every three years, and must be approved, by agreement of the Council of Ministers, following a report from the Scientific and Technical Committee for the Protection and Rights of Animals and a report from the State Council for Animal Protection, in order to seek consensus on it.
