Article 6. Scientific and Technical Committee for the Protection and Rights of Animals

1. The Scientific and Technical Committee for the Protection and Rights of Animals is created, as a collegiate consultative and advisory body dependent on the State Council for Animal Protection.

2. The Committee will be chaired by a person from the Ministry of Social Rights and the 2030 Agenda with the rank of Director General and will have a representative from the Ministry of Agriculture, Fisheries and Food, a representative from the Ministry for Ecological Transition and the Demographic Challenge and a representative of the Ministry of Health, all of them with the rank of Director General.

3. In addition, the Committee may count on the collaboration of other professionals in the scientific and professional field in fields related to animals subject to this law.

4. Its basic functions are:

a) Advise the State Council for Animal Protection on any issues that are consulted.

b) Resolve the requests for inclusion, exclusion, or revision of the positive list of companion animals referred to in chapter V of title II.

c) Submit to the State Council as many proposals as are deemed necessary to improve the protection and welfare of animals within the scope of this law.

5. The Committee will meet at least once a year to review the scientific and technical advances related to the content of this law.

6. The operating regime, as well as the participation of other professionals in the Scientific and Technical Committee, will be determined by regulation.
