Article 33. Promotion of responsible coexistence with animals

1. Public administrations are responsible for promoting responsible coexistence with animals, by carrying out campaigns aimed at promoting the protection and defence of animals, the adoption of companion animals, knowledge of animal behaviour and social damage related to animal abuse, highlighting the benefits that living with animals entails for the development of personality.

2. For this purpose, public administrations may sign conventions or agreements with professional veterinary organisations and with collaborating entities in responsible ownership that meet the following requirements:

a) That promote responsible ownership, the integration of animals into society and the prevention of abandonment.

b) In the field of breeding activity, they commit to moderate, responsible breeding that protects the physical and behavioural health of companion animals.

3. The collaborating entities provided for in the previous section may participate in the development of campaigns for the protection and defence of animals, particularly those aimed at preventing the uncontrolled proliferation of animals, as well as their abandonment.

4. Likewise, they may carry out awareness-raising activities aimed at people who own or are responsible for pets in order to obtain optimal integration and coexistence of animals in society.

5. The educational administrations will promote training in values that foster respect for the sentient condition of animals and their rights, by including knowledge related to animal protection in educational curricula and in professional training actions applicable in their territorial scope of management.

6. In the field of responsible coexistence, educational and training institutions will not carry out practices contrary to it, such as the use of classrooms as a place of residence for animals, the distribution of animals among students and any other similar practice.
