Article 40. Functions of the regional administration

Corresponds to the autonomous communities and cities of Ceuta and Melilla:
Generate framework protocols with the minimum procedures and requirements that serve as a reference for the implementation of feline colony management programs in the municipal areas. These protocols must develop, at least, the following aspects:

a) Capture methods for sterilisation, respectful of the nature of community cats and in accordance with animal welfare guidelines.

b) Registration criteria of the colonies and the individuals that compose them.

c) Criteria for food, cleanliness, minimum care and health care.

d) Sterilisation criteria, following efficient programs and executed by veterinary professionals.

e) Installation of shelters, hoppers or any element necessary to guarantee the quality of life of the cats in the colonies.

f) Training and accreditation of the caretakers of the colonies and of the different public employees who are involved in their management.

g) Training of members of the local police in management of feline colonies.

h) Action protocols in special situations, which include the subsequent return of community cats to their natural space.

i) Action protocols on rescue and assistance in cases of emergency, such as inclement weather or natural disasters.

j) Criteria for the definition of feline colony management procedures to avoid significant effects of the individuals that inhabit said colonies on the biodiversity surrounding them.
