Article 69. Responsible subjects

1. The individuals or legal entities that incur in the actions or omissions classified as an infraction in this law are responsible parties, without prejudice to the responsibilities that may correspond to them in the civil or criminal sphere.

2. When the breach of the obligations provided for in this law corresponds to several natural or legal persons jointly, or if the infringement is attributable to several persons and it is not possible to determine the degree of participation of each one of them, they will respond jointly and severally. the infractions that, if any, are committed and the sanctions that are imposed. Likewise, they will be subsidiary responsible for the sanctions imposed on legal persons that have ceased their activities, who held the position of administrator at the time the infraction was committed.

3. The owners and managers of the establishments and companies listed in article 66.1 will be subsidiarily responsible for non-compliance with the obligations set forth in this law, with respect to the infractions committed by the personnel at their service.

4. When the responsibility for the acts committed by a minor is declared, their parents, guardians, foster parents and legal or de facto guardians will be jointly and severally liable with him, due to the breach of the obligation imposed on them that entails a duty of prevent the administrative infraction that is imputed to the minors. Joint and several liability will refer to pecuniary liability derived from the imposed fine, without prejudice to its replacement by re-educational measures determined by regional regulations.
