Article 80. Competent bodies
1. The exercise of the sanctioning power corresponds to the bodies of the competent autonomous and municipal communities in each case.
2. The municipal authorities may impose sanctions and adopt the measures provided for in this law when the infractions are committed in municipal public spaces or affect locally owned property, provided that they have jurisdiction over the matter in accordance with the specific legislation. Municipal ordinances may introduce specifications or graduations in the table of offences and sanctions typified in this law.
3. The sanctioning power provided for in this law shall be exercised in accordance with the provisions of the competent autonomous community or local entity, particularly with regard to the adoption of provisional measures and the prescription of offences and sanctions and the expiration of procedures.
