Article 65. Pilgrimages, holiday events, nativity scenes, parades and processions

1. The animals that are used in pilgrimages and festive events must present an optimal hygienic-sanitary state and have guaranteed optimal levels of animal welfare during the course of the activity, taking into account the needs of each species and the environmental conditions that exist in the area. While the activity is carried out, it must be ensured that the animals that are part of it are in good physical condition, paying attention, among other things, to behavioural indicators of the animal or to signs that may show the need for rest, particularly in the months of high temperatures.

2. Pilgrimages and holiday events must have stopping points where the animals used in them can rest and drink.

3. The people who own or are responsible for these animals will facilitate the inspection activity to review rest hours, health conditions, and documentation.

4. The use of animals in mechanical attractions or fairground carousels is prohibited.

5. The use of animals in exhibitions of nativity scenes, parades or processions is prohibited, in which the animal is kept in a way that is incompatible with its welfare, given the characteristics of its species, or immobilised for the duration of the event.

6. The use of animals in pilgrimages and holiday events is prohibited when excess temperatures are identified.

7. The use of animals in pilgrimages and holiday events in which pyrotechnic elements are used is prohibited.

8. Regulations will establish the hours, places and means of rest for pets used in pilgrimages and festive events, according to activity, species and other environmental conditions, and must be strictly respected in the handling and care of the animal at all times. Likewise, the temperature ranges in which the use of pets in pilgrimages and holiday events will be allowed will be established.
